Kite line art, or line laundry
These terms refer to all the different objects that you can hang on a kite line to make the display more interesting. Together with tails, they greatly enhance the spectacle, but usually require a fairly large kite and a reasonable breeze to lift them. They come in many different types, from basic spinners to elaborate animal shapes and many other designs.

Of these, the spinning windsocks and Spike Tails will fly under a relatively small kite. The larger items usually need a correspondingly larger kite, or at least one with more lifting power, and/or more wind. But they all give spectators more to look at. Flags are items that can be easily adapted to fly under a kite, need little lift, and fill a space very well.
